Phil Carey prepared a report for the Rees Jeffreys Road Fund in 2019 intended to whet the appetite for a move towards a service specification for roads, to turn attention to what the network should be doing for users.  Advances in data collection mean it’s now practicable to prepare for a step change and treat roads as a public service alongside all others for which the state is responsible.  If we don’t, we cannot properly make sense of what public money is invested in, and why.
