Phil Carey.Following 10 years of wide-ranging experience as a UK Government senior civil servant leading high-profile teams in policy development and managing change, I am working now as a independent consultant focusing on policy development in the roads sector. I have particular expertise in the user dimension, stakeholder engagement, and the challenges of a sustainable road system for the longer term.

The main focus of my work is now advising Transport Focus on consumer representation of road users; I am also following up the Major Road Network concept put forward by the Rees Jeffreys Road Fund to provide more effective funding of England’s roads. I co-wrote the Fund’s now influential Report, jointly with David Quarmby, and am now advising some of the delivery partners around the country on how they should prepare for implementation of the proposition.

I draw on a background in banking, giving me a strong understanding of commercial drivers. I have significant international experience, with valuable insights into European best practice. I am fluent in German, with good written and spoken French.
