With a background of wide-ranging experience as a UK Government senior civil servant leading high-profile teams in policy development and managing change, I have been working since 2011 as an independent consultant focusing on policy development in the roads sector. I have particular expertise in the user dimension, stakeholder engagement, and the challenges of funding the road system for the longer term.

The main focus of my work is advising Transport Focus on consumer representation of road users; I have also been following up the Major Road Network concept put forward by the Rees Jeffreys Road Fund to provide more effective funding of England’s roads. I co-wrote the Fund’s influential Report, jointly with David Quarmby, and have been advising some of the delivery partners around the country, including the Sub-national Transport Bodies, on their implementation of the proposition.

I draw on my earlier career in banking, which gave me a strong understanding of commercial drivers. I have significant international experience, with valuable insights into European best practice. I am fluent in German, with good written and spoken French.

  • Road User Policy Advice – Ongoing advice supporting establishment of new road user watchdog role for Transport Focus
  • Wistle! – Working to Improve the Single-Track Lane Experience, selected in December 2021 as one of seven finalists and grant fund winners in the Rees Jeffreys Road Fund 150 competition. I then put my weight behind the broader proposal from Eloy for Multi-Vehicle Coordination, which emerged as joint winner overall, sharing the £150k prize with Reed Mobility.
